OUTLAW MODIFIED RULES FOR 2008 REGULAR RACING SEASON
GENERAL RULES:
A. Outlaw Modified reserves the right to review or change
any of the following rules at any time. Outlaw Modified shall
be the sole judge and interpreter of all of the rules,
regulations, and protests. If you should have questions about
any of the following rules, to avoid breakdown of communication,
ask only the Outlaw Modified Race Director. If your particular
question is of a critical nature ask in writing and request a
written answer.
B. The word stock as referred to in the following rules means:
As comes from the factory in non hi-performance mass produced
automobiles. Any stock part not being used in the type of
engine for which it was an O. E. M. part is no longer considered
a stock part.
C. Any competitor willfully violating the rules, or exhibiting
unsportsmanlike conduct may face suspension, loss of purse, and
or points for that event. If any driver or crew member is
involved in a fight at a race event those involved will be
removed from the premises, and may face charges with local
authorities. Any driver or crew member deemed to have started a
fight shall be banned for a period of not less than one full
year.
D. All protests of any nature must be filed with an Outlaw
Modified Official within 15 minutes of the finish of the Outlaw
Modified Feature event.
1. Protest of the upper end of an engine requires $250.00.
2. Protest of the lower end of an engine requires $250.00.
3. Protests shall only be filed by a car owner or driver.
4. Any car found to be illegal in a protest, or refuses tech,
the driver and car shall be suspended for one race on the
first offense upon the second offense they shall be suspended
for three races. In either case they must be inspected for the
item in question before participating again. Enforcement of this
rule shall carry over to the next racing season.
5. A car refusing tech, or found to be illegal in tech shall
lose all money, and/or earned points, except for the "5" car
count" points for that race..
6. Fuel Protests. The protested party shall drain all fuel
from his car. The protesting party shall purchase from the track
an equal amount of fuel. The drained fuel becomes the property
of Outlaw Modified and the purchased fuel shall be in installed
in the protested car. A$35.00 fee will activate the Protest.
D-4, D-5 (above) rules will apply
7. Engine check for cubic inch and compression with drivers
3rd feature win and subsequent 3rd feature wins. These two
tests can be by whistle/puffer or head removal.
8. Race track disqualification's for conduct or non-compliance
are the responsibilities of track officials
or starter and are non-revocable.
9. All race results are final as provided by the scorers at
the participating track.
E. Currently radios are allowed. Abuse by anyone using radios
will result in all radios being banned.
F. Numbers are to be between 15 and 19 inches high and of a
contrasting color to be located on both doors and on the rear
deck of the car. One 6 inch number is required on the front and
rear of each car for lineup purpose.
G. Numbers must have high contrast to the color of the car for
better scoring. Remember, it is in your best interest to
provide the track officials the most visible numbering possible.
H. The interpretation and application of the Outlaw Modified
Rules by Outlaw Modified Officials at the track shall be final
and non-appealable. In order to promote auto racing and to
achieve prompt finality in competition results. ALL
COMPETITORS, CAR OWNERS AND LICENSE HOLDERS EXPRESSLY AGREE THAT
DETERMINATIONS BY OUTLAW MODIFIED OFFICIALS AS TO THE
APPLICABILITY AND INTERPRETATION OF THE OUTLAW MODIFIED RULES
ARE NON-LITIGABLE AND FINAL. COMPETITORS, CAR OWNERS AND
LICENSE HOLDERS COVENANT THAT THEY WILL NOT INITIATE OR MAINTAIN
LITIGATION OF ANY KIND AGAINST OUTLAW MODIFIED, TO REVERSE OR
MODIFY SUCH DETERMINATIONS OR TO RECOVER DAMAGES OR TO SEEK ANY
OTHER KIND OF RELIEF ALLEGEDLY INCURRED OR REQUIRED AS A RESULT
OF SUCH DETERMINATION. IF A COMPETITOR CAR OWNER OR LICENSE
HOLDER INITIATES OR MAINTAINS LITIGATION IN VIOLATION OF THE
COVENANT, THAT COMPETITOR, CAR OWNER, OR LICENSE HOLDER AGREES
TO REIMBURSE OUTLAW MODIFIED FOR THE COSTS OF SUCH LITIGATION,
INCLUDING ATTORNEYS FEES. LICENSE HOLDER, CAR OWNER, OR
COMPETITOR FURTHER COVENANTS THAT IN ANY LITIGATION BROUGHT
AGAINST OUTLAW MODIFIED FOR ANY REASON SHALL BE TRIED BEFORE A
JUDGE OF COMPETENT JURISDICTION AND HEREBY WAIVES ANY RIGHT TO
TRIAL BY JURY IN SUCH ACTION.
I. All Outlaw Modified participants acting in their capacity as
such, are and shall be independent contractors, and not agents,
servants, or employees of Outlaw Modified. Outlaw Modified
members shall use their own methods in performing their duties
in accordance with Outlaw Modified rules, as they may be amended
from time to time. It shall be the participant's obligation to
furnish any tools, supplies, or materials they deem necessary to
perform their duties. The participants shall be responsible for
all actions of their employees or agents. The participants
assume and take full responsibility for reporting and paying to
the appropriate authorities all charges, premiums, and taxes.
J. Director of Outlaw Modified may suspend for a definite or
indefinite period of time or may terminate a license in the
interest of Outlaw Modified.
K. Licenses and numbers expire on December 15th of each year.
The January licensing fee and number fee must be paid in full by
January 1st. Make all checks payable to: Outlaw Modified or it's
designee. A license does not guarantee a number. To protect a
number you must purchase a license, and have participated (ie:
take a green flag lap) in at least two (2) races in the previous
year.
L. Rain-Outs - 50% of the event laps will constitute the
completion of that event. We do not reschedule rain-outs or
missed races.
M. Driver can not change cars after the 1st green flag of a
feature event or multiple segment events Points stay with the
1st leg car, only cars starting the first leg are qualified to
start the second leg.
THE CAR:
A. Any aftermarket fabricated chassis whose wheelbase is
greater than 87 inches and less than 102 inches, and whose track
width is no greater than 76 inches. 76" is determined by the
use of toe plates and the median between the front and rear
measurements. The frame rails may be no less than 2 x 2 square
tube steel with a minimum wall thickness of .090. The roll cage
must be constructed of 1.5 inch or larger steel tube with a
minimum wall thickness of .090, two 3/8 holes at inspectors
required location for checking roll cage and chassis thickness.
B. Three side bars are required on the driver's side not
including the main rail. Two side bars are required on the
right side not including the main rail. All openings between
the driver's side door bars must be filled with steel plate of
at least 1/16 thickness. Plating must cover all openings from
driver's feet to the back of the seat.
C. Driver's door bars may not exceed 6 inches when measured
from the outside of the left main rail.
D. Roll cage must be constructed to protect the driver from any
angle. The driver's seat must remain within the main chassis
rails and roll cage. Gussets are required on main roof bars.
E. Cars with wide roll cages are required an additional roof
bar to protect the driver. There must also be a vertical bar to
the left of the driver's head, and the driver's head must be
below the top bar of the roll cage.
BRAKES/HUBS/SPINDLES:
A. All four wheels must have brakes in good working order.
Aftermarket front brakes, hub, and rotor or any single parts
thereof permitted with 35 pound weight penalty.
B. No inboard brakes.
C. No aftermarket spindles, except Speedway Motors
Mustang II reproduction part #91034304
REAR ENDS:
Straight axle type only. No independent rear ends. Quick
change rear permitted with 50 pound weight penalty.
TIRES and WHEELS:
A. Maximum wheel width at the tire mounting surface will be 11
inches.
B. Steel wheels only.
C. Only Outlaw Modified approved and provided tires will be
used. The currently approved tire is a Hoosier Tire 13 X 10
with a F-35 compound.
D.
No soaking or treating of tires allowed.
E.
Cold tire durometer readings shall not be less than 5 point
lower than the durometer reading of a new tire.
TRANSMISSIONS:
A. May be stock, Quick Change, or aftermarket with a retail
value of not more than 1,500.00 and must have at least 2 forward
and 1 reverse gear in working order
B. Use of a Quick Change or aftermarket transmission requires a
50 pound weight penalty.
C. No Automatic or Semi-Automatic transmissions permitted.
WEIGHT:
A. All Cars: .75 pounds per cc, including driver after the
race plus appropriate weight penalties based on a compression
ratio not to exceed 9.5 to 1
B. After race minimum car weight is 1600 pounds with driver.
C. Total number of CC including over bore.
D. All ballast must be bolted (minimum of 2 - 3/8 bolts) or
welded to the frame rails or within the main frame rails. No
ballast may be mounted in or on nerf bars or bumpers. Ballast
must be painted white.
E. Weight must be displayed on the left side of the hood in the
following manner:
2300cc + 39cc = 2339cc X 75% =
1,754 lbs

High Compression Penalty 125

Aftermarket Brakes 35 lbs.
Quick Change Transmission or Rear 50 lbs.
After Race Weight - TOTAL 1,964 lbs.
F. Left side weight - 60%
G. High compression add 125 lbs.
H. Track scales will be used to determine final weight. If a
car fails to make weight on its first attempt across the scales,
the driver will have two (2) additional attempts to reset the
car on the scales before leaving the scales and being
disqualified for the race. Once a car crosses the scales and is
pushed beyond the scales the driver will not be allowed to
rescale the car. All attempts at scaling the car must be
completed at the time of the initial scaling.
ENGINES FOUR CYL. ONLY
GENERAL
A. All parts and dimensions must be stock unless otherwise
stated herein. Material may be removed, but may not be added
except for intake manifolds, fasteners or repairs.
B. No rotary, twin cam, or 2 cycle engines permitted. Only
Ford, Toyota, or Nissan made engines allowed.
Exception, in order to provide for longevity of the series, OLM
will work with approved teams on a R&D program to introduce new
motors to the series based on the following criteria.
1. No active chassis may be used for a test bed
2. The motor currently under consideration is Ford Focus
2.0 & 2.3 liter.
3. The car shall be weighed with a base line as if it were
a 2.3 liter (3/4 lb. per cc)
4. It must be naturally aspirated.
5.
Must use stock cams and lobe overlap.
6.
Must use stock rockers,
no roller cams.
The cars in the program will not be scored nor will they receive
any more payout than a car scored sixth or higher for two years
from the date the first car participates in a sanctioned event.
The intent of the program is to find an alternate low cost
engine that could be used in a stock configuration. As this is
a developmental program OLM reserves the right to add or remove
restrictions to the program at any time.
C. Only 2 valves per cylinder permitted.
D. Only 1 spark plug port per cylinder.
E. No dimpling or divots in cylinder head, pistons or intake
manifold.
F. Maximum displacement allowed 2,450 cc's.
G. Block, crankshaft, and cylinder head must be stock
production parts. No special order or after market. The
Esslinger Aluminum Part number M-6049-E23 is permitted, see
Motor Rule B below
H. Any piston and pin combination may be used.
I. Any non-roller cam or cam kit may be used.
J. Cooling systems open.
K. Aftermarket, and oversize valves permitted.
L. Any single coil distributor type ignition system may be used
as long as it mounts in the stock position and is driven in the
manner that the engine manufacturer intended.
M. The #1 spark plus shall be not further back than 20 inches
from a line drawn between the upper ball joints.
N. Any intake manifold available to the general public at a
cost of $250.00 or less may be used.
O. Maximum of 1 two barrel down draft carburetor permitted. No
fuel injection.
P. Engines must have starter in good working condition.
Q Water cooled engines must have a 1 quart or larger overflow
tank.
R. No turbochargers, superchargers, nitrous, or any other
performance adding induction equipment permitted.
S. No Dry Sump permitted.
MOTOR RULE:
A. Aftermarket steel rods permitted. No aluminum or titanium.
B. The Esslinger Aluminum “D Port” Head Part Number M-6049_E23A
is permitted
C.
Esslinger SVO and ARCA heads are not allowed
CLUTCH:
Aftermarket clutch assemblies permitted.
BODIES:
A. Rear decks will have a maximum of 32" from the ground
with the balance of 4" in a clear lexan type product for better
visibility. No wings, sideboards or wedge style bodies are
allowed.
B. With the exception of the roll cage, maximum body height is
36" in rear and maximum 32" at front roll cage hoop.
C. No windows.
D. The front wheels must be fully exposed. The right rear
wheel must have at least 1/2 of the tread exposed. No part of
the body can extend past a line from the center line of the
tread of the right front and right rear wheel. Left rear tire
must have two inches of the tread to the left of a line which
extends from the portion of the body furthest from the left of
the center line of the car (using the front and rear track) and
is parallel to the center line. Nerf bars are not part of the
body.
E. Cars must be clean and neat in appearance. All advertising,
stickers, and signs must be Outlaw Modified approved. "For
Sale" signs will not be allowed on cars while they are on the
track. All cars must display two Outlaw Modified stickers.
Outlaw Modified has the right to require that sponsor signs will
be displayed on cars and trailers. If you do not display the
signs, you do not run.
F. Cars must have closed in rears. Louvers / screen vents at
the rear of the car may not exceed 20% of the back panel area.
Louvers / screens shall not have an opening large enough to
allow a 5/16" diameter dowel to pass through the opening. The
bottom of the rear body panels of the car will be no higher than
15 inches above the ground.
G. There are no roofs in Outlaw Modified!!
H. There will be no air foils of any kind, except spoilers.
I. Vertical sides of a nose box cannot extend more than 2"
above the horizontal plane of the nose box.
J. Instrument panels may be installed under the top bar of the
roll cage but will be limited to 4" in vertical height and 16"
in width. The instrument panel must be installed in a secure
manner and not extend more than 1" above the top of the roll
cage.
BUMPERS:
A. Bumpers must be centered to within 1 inch of 15 inches
from the ground and must be a minimum of 5 inches in height.
Both front and rear bumper ends must be turned inward.
B. Front bumper can only be chassis width (frame rails), plus
or minus 2 inches on each side. Bumpers must be made of steel
or iron, aluminum rear bumpers permitted, minimum 3/16" thick.
No stainless steel. Front bumper must have minimum three (3)
vertical bars. The horizontal hoops must be continuous with a
minimum radius of any bend being 6 inches and a maximum of 10".
All horizontal bars must be located on a 90 degree vertical
plane
C. A fuel cell hoop must be added to the rear frame that
completely covers the area of the fuel tank when viewed from the
rear.
D.
The Fuel cell must be in a metal housing.
FUEL:
A. Maximum Fuel Cell capacity of 12 US Gallons.
B. Electric fuel pumps are allowed. Must be wired through oil
pressure switch so that the pump is off when the engine is not
running and ignition is on. Momentary bypass switches allowed.
C. A minimum of 3 gallons of fuel must be purchased from the
track at which the event is held on the night of the event.
Only fuel that has been purchased from the track at which the
event is held will be used for the race event. Fuel shall be
110 octane, if the track at which the event is held does not
sell 110 octane, any octane that the track sells may be used.
D. Gasoline is the only approved fuel. No alcohol, nitrous
fuels or any additives allowed.
E. Cars should have a fuel capacity for a 35 lap race.
SAFETY:
A. A fire wall of at least 22 gauge steel must separate the
driver from the fuel cell, radiator, battery, and engine
compartment, and must be fully sealed.
B. A headrest must be attached to the cage behind the driver's
head or must be part of the driver's seat.
C. All interior roll cage and side pipes must be properly
padded.
D. Drivers must wear SNELL SA90 or SFI 31.2 approved full face
safety helmet and shield, approved fire retardant driving suit,
fire retardant gloves, and fire retardant shoes. Fire suits
shall have a minimum of 2 layers. All drivers by the start of
the 2007 season must wear SNELL SA2000 or SFI 31.2 approved full
face safety helmet and shield.
E. Seats must be made of aluminum and be securely mounted to
the chassis frame at the bottom and back of the seat. No more
than 1.5 inches of padding allowed.
F. All cars must have drive shaft safety loop. Drive shafts
must be painted white.
G. All drivers will be required to wear a head and neck
restraint device i.e. HANS / HUTCHENS devices etc.
H. We do not race back to flag, we go back to the previous lap
with the starter or scorer being the final word on all track
matters.
I. Three inch lap belt, three inch shoulder harness and a
crotch belt, all in good working condition and dated 2002 or
newer.
J. A window net is required on the driver's side. Window net
must be hinged from the bottom.
K. Approved arm restraints are required to be worn per
manufacturer’s recommendations.
L. All cars are required to have a scatter shield, blow
blanket, or plating to protect the driver in case of flywheel or
clutch explosion.
M. All cars shall be equipped with a switch that kills all
electrical power in the car and this switch shall be marked with
an approved marker. All cars shall carry a charged fire
extinguisher which shall be marked with an approved marker and
securely fastened in the car. Plastic wire ties or tape shall
not be an approved method to secure.
N. Jacking points attached to the car shall be perpendicular to
the ground at all points and shall not exceed, on a horizontal
plane, beyond the bumpers or nerf bars. The ends of all
bumpers, nerf bars, jack points, and other protrusions shall be
rounded, filled in/or made so as not to puncture tires or other
cars.
O. Bottom of fuel cell must be at least 6 inches above the
ground.
P. Cars must maintain a minimum speed which shall be deemed by
the starter. Cars not maintaining the minimum speed shall be
black flagged.
Q. Restarts - Passing permitted only on right side until
Start/Finish line.
R. No hand throttles allowed
PAYOUTS:
The Outlaw Modifieds are paid based on cars that show up and
complete the first lap of the feature, track pay starts at a
minimum of 16. Cars that are disqualified for rough driving or
unsportsmanlike conduct are not paid. 100% of all monies paid by
the track will be paid out to the drivers less $20.00 per car
event participation fee.
Based on 16 cars participating (taking the green flag) the
payout per race is as follows
1st $200
2nd $175
3rd $150
4th $120
5th $100
on back $50.00
POINTS - YEARLY
Each feature winner receives 137 points, second place will
receive 120 points, each position thereafter, receives 5 points
less. All cars starting race are guaranteed 20 points. A car
that shows up to track, but doesn't make feature, is guaranteed
5 points. The winner of the race will receive the 12 extra
points over the second place position as an effort to promote a
better show, and to discourage a driver from sandbagging to
finishing second so they do not have to start last. If an event
is rained out, all cars that have paid their entry fee the car
will receive 20 points for showing up.
STARTING POSITION
Purpose of the handicap is to favor those cars that show up
at every race and to stop a car from missing a race and starting
up in front. This does not guarantee that a fast car won't be
up front but it treats every car equally.
All feature winners shall start last at their next race
appearance during season.
Line-ups will be based on each driver's average points earned
over the group's last three races. Based on these points, 12
drivers will be inverted. A driver missing one of the last
three races will not start in the top 12 positions.
Exceptions to the rule:
1. A request to go to the rear (Must tell the race director
prior to the start of the feature event or before the line up is
made)
2. Director's decision that a car should go to rear for still
more experience or safety reasons.
HANDICAP SYSTEM
-60 means no show and a handicap of -60 points.
Maximum number of -60 handicap points is 180.
0 : means a relief driver in car.
1. Handicap points are not transferable and are based on
drivers. Point in the group last 3 races.
2. Starting positions are based on an average of handicap
points from the groups last 3 races.
3. A relief driver will receive his points and the car/driver
will receive -0- handicap points for car count support.
EXAMPLE:
1st Race: 120 Points Ran 2nd
2nd Race: 0 Handicap Points Car showed up with relief
driver
(an advantage to the Car for
supporting the series)
3rd Race: - 60 No Show Did not support group's commitment
60 Points divided by 3 = 20 Points

As you receive this year's book, it has been decided that few
changes have been needed but more important that the rules
established many years ago still apply when it comes to safety,
the affordability of our series and the marketing of our race
series to each track we visit this year.
Remember most of these rules have been in place for over 30
years.

AN OPEN LETTER TO OUR MEMBERS
Congratulations on your decision to participate in the
OUTLAW MODIFIEDS
RACING ORGANIZATION!
In the last four years, the OUTLAW MODIFIEDS have enjoyed a
tremendous rate of growth. In fact, we have doubled the number
of cars and individual teams participating at our shows. The
key to our success has been our team approach to putting on a
good show and making sure every one has a chance to
participate. Our car counts have doubled by helping one another
with parts, communications and by showing respect to one
another. Team effort is supporting each other on and off the
track. THE CONTINUED SUCCESS OF OUTLAW MODIFIEDS DEPENDS ON
THIS TEAM EFFORT AND YOUR PARTICIPATION.
WE ARE LOOKING FOR TEAM PLAYERS. Participating is paramount.
Like any other sporting organization we have a season of
scheduled events consisting of 18 to 20 races that require a
Team Effort. For us, it is an opportunity to come together as a
team, to get together socially and enjoy an evening of racing.
For our fans it is an opportunity to see some of the best local
racing in Florida. While we may feel that we are a group of
individual race teams, the reality is that we are all part of a
single team. To the fans in the stands and most importantly to
the track promoters we are an entertainment group. Very similar
to a traveling band of troubadours that sing for our supper. In
our case, supper depends on how many cars we put out on the
track. That's right OUR PURSE AND OUR CONTINUED PRESENCE AT THE
TRACK IS DEPENDENT ON CAR COUNT AND TEAM EFFORT. The difference
of one car can cost the team $500.00 or even worse OUTLAW
MODIFIEDS not getting paid at all. To put on the very best show
we can takes a special commitment to Team Effort. It is a
commitment to attend the races, respect one another's equipment
and help make sure everyone has a chance to race. It is not
unusual at an OUTLAW MODIFIEDS event to see parts and people
from other teams working on someone else's broken or wrecked
racer to ensure cars are ready to make the show. WE WANT YOU TO
HAVE THE CHANCE TO ENJOY AND THE OPPORTUNITY TO USE YOUR RACE
CAR AT EVERY EVENT. Remember though to accomplish this goal it
requires a Team Effort to put on the best show possible.
FEES AND PAYMENTS
Since our purse in dependent on car count, helping to make sure
every one shows up only puts more money in your pocket. All
money collected at the track is paid out to the racers. OUTLAW
MODIFIEDS keeps none of the purse.
A yearly license fee of $125.00 is due at the beginning of the
season. This ensures your number for the year and helps with
the administrative costs of the OUTLAW MODIFIEDS.
A $20.00 fee per car is charged at each race to pay our race
director to handle the night's activities, and technical
inspections and is taken from the night's purse.
TRACK ETIQUETTE
Remember, we are a traveling show and as such we are essentially
guests in someone else's home. Adrenaline and sometimes tempers
run high during and after a race. Curb your emotions. If you
have a specific beef, see the race director after the race.
That's what you pay him for.
As we have the opportunity to entertain at a number of different
tracks, we have tried to adopt some universal rules of the road
for our races. SLOW SIDE IS THE LOW SIDE! Cars being shown the
move over flag will hold their position until traffic is clear.
This is for our race only it may not necessarily be the track
rules for test and tune etc. Before going out on the track for
the first time display some common courtesy and ask the flagman
or the starter for local rules.
Be on time. Come to the track early enough to get setup. Make
sure you are ready in plenty of time to stage for hot laps, the
heats and most importantly the feature. As they know we are a
traveling show, most of the tracks schedule us for an early
feature. Let us give the same courtesy by being on time.
IN CLOSING
WE look forward to your participation in our series. The
success of this series is dependent upon your involvement and
commitment. We have an exciting year of great racing ahead of
us and we look forward to seeing you at the track.
